Important Notice Entry requirements can change at any time. Always verify current requirements with official government sources before traveling.
Azerbaijan opens its doors at Heydar Aliyev International Airport in Baku, Ganja International Airport, and a handful of land crossings from Georgia, Russia, and Iran. Almost everyone needs a visa or an electronic travel authorization before they arrive. At Baku airport, lines shrink before 11:00 or after 18:00. Immigration may ask for proof of onward travel, hotel details, and enough cash, keep screenshots or printouts handy. Border police speak Azerbaijani, Russian, and patchy English. Write your hotel name in Latin script to dodge mix-ups.

Holders of ordinary passports from these countries may enter Azerbaijan for tourism or business without a visa.

The entry stamp is good for multiple visits until you hit the 90-day ceiling. Overstay and you'll pay a fine plus risk a re-entry ban.

How to Apply: File your application at evisa.gov.az. Upload the passport bio-page and a hotel booking or invitation letter. Standard turnaround is 3 business days. The urgent lane clears in 3, 5 hours.
Cost: USD 24 standard, USD 60 urgent

The e-Visa activates 4, 5 hours after the approval email lands. Show the identical passport you used in the application at the booth.

Citizens of countries not covered above must obtain a sticker visa from an Azerbaijani embassy or consulate.

How to Apply: Lock an appointment on the consulate website. Hand over your passport, photo, invitation letter (business) or hotel booking (tourism), bank statement, and travel insurance. Processing runs 5, 10 business days.

Embassy visas are required for nationals of Afghanistan, Algeria, Bangladesh, Egypt, Ghana, Iraq, Jordan, Lebanon, Libya, Nepal, Nigeria, Pakistan, Palestine, Sri Lanka, Syria, Yemen, and others. Check current list at mfa.gov.az.

Arrival Process

Passport control at Heydar Aliyev International Airport splits into Azerbaijani passport holders, foreign passport holders, and e-Visa holders. Gates 1, 3 move fastest for e-Visa travelers. Land borders are limited to the Red Bridge (Georgia), Samur (Russia), and Astara (Iran).

Arrival and Immigration
Head for the lane labeled 'e-Visa' or 'Foreign Passport'. Pass over your passport and e-Visa printout. Officers scan the chip, snap a photo, and stamp the date.

Baggage Claim and Customs
Bags arrive on level -1. Take the green channel if you have nothing to declare. Red if you're over the duty-free ceiling. Random spot checks happen.

Exit to Transport
Walk through the arrivals hall. The official taxi counter is on the right. The fare to the city center is fixed. Skip the freelance drivers outside.

Documents to Have Ready

Passport
Your passport must be valid at least 3 months past your planned exit and issued within the last 10 years.
e-Visa or Visa
A printed copy is smart; a digital copy on your phone works, until your battery dies and you hold up the line.
Hotel Reservation or Invitation Letter
Immigration may ask to see booking confirmation or host address.
Return or Onward Ticket
Proof of exit within visa validity period.

Tips for Smooth Entry

Download the 'ASAN Visa' app as backup, officers can scan the QR code if the printout vanishes.
Keep a pen in your pocket. Arrival cards were scrapped, but a few land posts still hand them out.

Customs & Duty-Free

Azerbaijan customs rules are enforced by the State Customs Committee. Green and red channels are signed at every entry point. Anyone carrying cash above the limit must make an oral declaration.

Alcohol
3 liters total, with no more than 1 liter of spirits over 22 % ABV
Age limit 18. Alcoholic beverages must be commercially sealed.
Tobacco
200 cigarettes or 50 cigars or 250 g loose tobacco
Age limit 18. E-cigarette liquids are treated as tobacco.
Currency
Declare cash exceeding USD 10,000 or equivalent
Declaration form required. Failure can lead to confiscation and fines.
Gifts/Goods
Personal goods up to USD 1,500 total value
Electronics, jewelry, and antiques above USD 500 may be assessed individually.

Prohibited Items

  • Narcotics and psychotropic substances - zero tolerance, severe penalties
  • Arms and ammunition without special permit
  • Printed or electronic materials promoting violence, extremism, or pornography

Restricted Items

  • Medications containing narcotic or psychotropic substances - carry original prescription and notarized translation
  • Antiques and cultural artifacts over 30 years old - export permit required

Health Requirements

Azerbaijan does not require COVID-19 vaccination or testing for entry as of June 2024. Standard travel vaccines are recommended.

Health Insurance

Compulsory for travelers from visa-required countries. Recommended for visa-free and e-Visa travelers. Medical costs for foreigners are paid in cash or by international card.

Current Health Requirements: Check mfa.gov.az and azal.az 48 hours before departure for any new health rules. Airport temperature screening may still occur sporadically.

Traveling with Children

Carry the child's passport and birth certificate. If only one parent travels, bring notarized consent from the other parent or proof of sole custody. Officers may quiz you if surnames differ.

Traveling with Pets

Dogs and cats need a rabies certificate issued at least 30 days but not more than 12 months before entry. Apply for a veterinary import permit from the State Veterinary Service (sfs.gov.az) 10 days ahead. Microchip is advised but not compulsory.

Extended Stays

Visitors can extend a 30-day e-Visa once for another 30 days at the State Migration Service in Baku (migration.gov.az). Bring your passport, proof of address, and a color photo. Processing runs 3, 5 working days. Pay the fee at a bank.
