Azerbaijan, located at the crossroads of Eastern Europe and Western Asia, has modernized its entry requirements in recent years to facilitate international tourism. The country operates a streamlined visa system including e-Visa options for many nationalities, making entry relatively straightforward for most travelers. Citizens of several countries can enter visa-free, while others can obtain electronic visas online before travel. Upon arrival, travelers will go through immigration and customs controls at international airports in Baku (Heydar Aliyev International Airport), Ganja, Nakhchivan, or at land border crossings. The immigration process is generally efficient, though language barriers may occasionally occur as not all officers speak fluent English. All visitors must have a passport valid for at least three months beyond their intended stay. It's important to note that entry requirements can change, particularly in response to diplomatic relations or health situations. Travelers should always verify current requirements with the official ASAN Visa portal or their nearest Azerbaijani embassy before departure. How to Apply: Apply online at evisa.gov.az. Processing typically takes 3 business days but can be expedited to 3 hours for an additional fee. Applicants need a valid passport, digital photo, and payment method. Print the approved e-Visa and present it upon arrival.
Cost: Approximately $20 USD for single entry, $50 USD for multiple entry (urgent processing: additional $20)

E-Visa must be obtained before travel; it cannot be obtained on arrival. Valid for entry within 90 days of issuance. Keep both digital and printed copies. Some travelers report occasional technical issues with the website, so apply well in advance.

How to Apply: Contact the nearest Azerbaijani embassy or consulate. Required documents typically include passport, application form, photo, invitation letter (for some purposes), and fee payment. Processing can take 2-4 weeks.

Required for countries not eligible for visa-free entry or e-Visa. Check with your nearest Azerbaijani diplomatic mission for specific requirements.

Arrival Process

The entry process at Azerbaijani ports of entry is generally straightforward. Most international travelers arrive at Heydar Aliyev International Airport in Baku, which has modern facilities and clear signage in Azerbaijani, English, and Russian.

Disembarkation and Immigration Queue
After leaving the aircraft, follow signs to Passport Control/Immigration. There are typically separate queues for Azerbaijani citizens and foreign nationals. Have your passport, visa (if applicable), and completed migration card ready.

Immigration Control
Present your passport, visa/e-Visa printout, and migration card to the immigration officer. The officer will verify your documents, may ask questions about your visit, and will stamp your passport with an entry stamp. Biometric data (fingerprints and photo) may be collected.

Baggage Claim
Proceed to baggage claim area to collect your luggage. Monitors display flight numbers and corresponding carousel numbers. Trolleys are available.

Customs Declaration
If you have items to declare (currency over limits, restricted items, valuable goods), use the 'Red Channel' and complete a customs declaration form. If you have nothing to declare, use the 'Green Channel.' Random checks may occur.

Exit to Arrivals Hall
After clearing customs, exit to the arrivals hall where you can access taxis, car rentals, airport buses, and meet greeters.

Documents to Have Ready

Valid Passport
Must be valid for at least 3 months beyond your intended departure date from Azerbaijan. Should have at least one blank page for entry/exit stamps.
Visa or e-Visa
If required for your nationality, must be obtained before travel. Print multiple copies of e-Visa confirmation.
Migration Card
Distributed on the flight or available at immigration. Must be completed before reaching immigration desk. Keep the departure portion throughout your stay.
Return/Onward Ticket
May be requested to prove you intend to leave Azerbaijan. Have confirmation accessible (printed or digital).
Proof of Accommodation
Hotel reservation or invitation letter from host. May be requested but not always checked.
Proof of Sufficient Funds
Rarely requested but advisable to have evidence of financial means (cash, credit cards, bank statements).
Travel Insurance
Not mandatory but highly recommended. Some visa types may require it.

Tips for Smooth Entry

Have all documents organized and easily accessible before reaching immigration. Use a folder or document holder to keep everything together.
Print multiple copies of your e-Visa confirmation. Keep one with your passport, one in carry-on, and one in checked luggage.
Fill out the migration card completely and legibly before reaching immigration to save time. Use block capitals.
Be prepared for limited English among immigration officers. Have your hotel address written in Azerbaijani or Russian if possible.
Keep the departure portion of your migration card safe throughout your stay - you'll need it when leaving the country. Many travelers keep it in their passport.
Exchange a small amount of money before leaving the airport for immediate expenses, though ATMs and exchange offices are available in the arrivals hall.
Take a photo of your passport information page and visa as a backup in case documents are lost.
Be patient and polite with immigration officers. Avoid jokes or casual remarks that could be misinterpreted.

Customs & Duty-Free

Azerbaijan customs regulations are generally in line with international standards. The State Customs Committee oversees all customs operations. Travelers must declare certain items and are subject to duty-free allowances for personal items.

Alcohol
Up to 3 liters of alcoholic beverages (including up to 2 liters of spirits)
Only for travelers aged 18 and over. Amounts exceeding this limit are subject to duty.
Tobacco
Up to 600 cigarettes, or 100 cigars, or 50 cigarillos, or 250 grams of tobacco
Only for travelers aged 18 and over. Combination of products allowed within reasonable limits.
Currency
Foreign currency exceeding $10,000 USD (or equivalent) must be declared
Both cash and monetary instruments. No limit on amount you can bring, but declaration is mandatory above threshold. Keep declaration form for re-export.
Gifts and Personal Goods
Goods for personal use up to €1,500 in value (or 50kg by weight)
Includes electronics, jewelry, and other items. Professional equipment may require special documentation. Commercial quantities will be questioned.
Perfume
Reasonable quantities for personal use
Typically interpreted as 2-3 bottles. Large quantities may be considered commercial.
Medication
Reasonable supply for personal use during stay
Keep in original packaging with prescription or doctor's letter. Some medications may be restricted.

Prohibited Items

  • Narcotics and psychotropic substances - strictly prohibited with severe penalties including imprisonment
  • Weapons and ammunition - without prior authorization from relevant authorities
  • Explosives and fireworks - including components and materials
  • Materials containing propaganda against Azerbaijan - political or religious materials deemed offensive
  • Counterfeit currency and goods - including fake branded items
  • Pornographic materials - strictly prohibited
  • Plants and plant products - without phytosanitary certificate
  • Endangered species products - items made from protected animals or plants (CITES regulations apply)
  • Items from Armenia - goods produced in or originating from Armenia, including items with Armenian markings
  • Drones and radio equipment - without prior permission from relevant authorities

Restricted Items

  • Prescription medications - require prescription or medical certificate; controlled substances need special permission
  • Cultural artifacts and antiques - export requires certificate from Ministry of Culture; items over 50 years old need special authorization
  • Large amounts of currency - must be declared if exceeding $10,000 USD equivalent
  • Professional photography/video equipment - may require customs documentation and temporary import permit
  • Satellite phones and communication equipment - require special permits
  • Animals and pets - require veterinary health certificate, rabies vaccination certificate, and microchip (see special situations)
  • Food products - fresh meat, dairy, and certain agricultural products restricted; commercial quantities prohibited
  • Precious metals and stones - large quantities must be declared and may require documentation

Health Requirements

Azerbaijan does not have extensive mandatory vaccination requirements for most travelers, but certain health precautions are recommended. Health requirements can change rapidly, particularly in response to disease outbreaks.

Required Vaccinations

  • Yellow Fever - required only if arriving from a country with risk of yellow fever transmission. Certificate must be presented at immigration.
  • Polio - travelers from countries with active polio transmission may be required to show proof of vaccination

Recommended Vaccinations

  • Routine vaccinations - ensure up-to-date on routine vaccines (MMR, DTP, varicella)
  • Hepatitis A - recommended for all travelers due to potential food and water contamination
  • Hepatitis B - recommended for travelers who may have contact with blood or bodily fluids
  • Typhoid - recommended for travelers visiting smaller cities or rural areas
  • Rabies - recommended for travelers involved in outdoor activities or working with animals
  • Tetanus - ensure vaccination is current, especially if engaging in outdoor activities

Health Insurance

Health insurance is not mandatory for entry but is strongly recommended. Medical facilities in Baku are adequate but expensive for foreigners. Outside the capital, medical care may be limited. Ensure your insurance covers emergency medical evacuation. Some e-Visa applications may request insurance information though it's not always enforced.

Current Health Requirements: COVID-19 requirements have been largely removed as of 2024, but policies can change rapidly. Check the official ASAN Visa website (evisa.gov.az) or contact the Azerbaijani embassy for current health entry requirements. Some countries may require their citizens to show proof of certain vaccinations when returning home. Travelers should consult their healthcare provider 4-6 weeks before departure for personalized health advice.

Traveling with Children

Children must have their own passport (included on parent's passport is not accepted). Minors (under 18) traveling without both parents should carry a notarized letter of consent from the absent parent(s), translated into Azerbaijani or Russian. This is particularly important if the child has a different surname from the accompanying adult. Divorced or separated parents should carry custody documents. Birth certificates may be requested. Children are subject to the same visa requirements as adults.

Traveling with Pets

Pets entering Azerbaijan require: (1) ISO-compatible microchip for identification, (2) Valid rabies vaccination certificate (administered at least 30 days before travel but not more than 12 months prior), (3) International veterinary health certificate issued within 5 days of travel, (4) Import permit from the State Veterinary Service of Azerbaijan (should be obtained in advance). Dogs and cats are generally accepted; other animals may require special permission. Some airlines have additional requirements. Certain breeds may be restricted. Pets must be declared at customs upon arrival.

Extended Stays and Visa Extensions

Tourist visas can sometimes be extended through the State Migration Service, though this is not guaranteed. Applications must be submitted before current visa expires. Required documents typically include passport, current visa, proof of accommodation, financial means, and reason for extension. Processing takes 10-15 days and fees apply. For stays longer than 30 days, foreigners must register with the State Migration Service within 10 days of entry (hotels usually handle this for guests). Long-term stays require appropriate visa type (work, study, family reunification). Overstaying results in fines, possible detention, and entry bans.

Business Travelers

Business travelers may enter on tourist e-Visa for short business meetings, conferences, or negotiations. For extended business activities, employment, or establishing a company, a business visa is required, obtained through an Azerbaijani embassy with invitation from local company. Business visitors should carry business cards, invitation letters, and documentation of their company. Registration requirements apply for stays over 10 days.

Transit Passengers

Passengers transiting through Azerbaijan without leaving the airport international zone generally do not need a visa if continuing within 24 hours. Those wishing to leave the airport or staying longer need appropriate visa. Some nationalities may obtain transit visa for up to 72 hours. Check with airline and ASAN Visa portal for specific requirements.

Visitors to Nagorno-Karabakh and Occupied Territories

Travel to Nagorno-Karabakh region or other formerly occupied territories is tightly controlled and may only be possible through official channels with special permission. Unauthorized entry to these areas from Armenia will result in being permanently banned from Azerbaijan and potential criminal charges. Travelers with Armenian stamps or evidence of visits to Nagorno-Karabakh via Armenia may be denied entry. Consult Azerbaijani authorities before attempting to visit these regions.

Dual Nationals

Travelers with dual nationality including Azerbaijani citizenship must enter and exit Azerbaijan using their Azerbaijani passport. Using a foreign passport may cause complications. Dual nationals may be subject to Azerbaijani laws including military service requirements for men. Consult the Azerbaijani embassy regarding obligations.

Journalists and Media Workers

Professional journalists and media workers should obtain appropriate accreditation before arrival. Working on tourist visa is prohibited. Contact the Ministry of Foreign Affairs or relevant media accreditation body. Filming or photography in certain areas (military installations, government buildings) is restricted.
